ACC wants to get it right

Clemson head coach Dabo Swinney says the coaches of the Atlantic Coast Conference are all for a collaborative instant replay system involving its football member schools, as well as Notre Dame, during the 2016 season.

The ACC announced earlier this week, as it wrapped up its annual spring meetings in Amelia Island, Fla., it will allow replay officials situated in the conference office in Greensboro, N.C., to participate in each and every review discussion with the on-site referee and replay official via their existing headset communication system.

“They just want to get right,” Swinney said. “I don’t think anything is changing drastically because everyone still has replay at the site, but I think there were a few instances last year, if there had been a central command, if you will, they probably would have overruled it or jumped in and got involved.

“We will see how it goes, but I think the main thing is to just get it right. That’s the biggest thing so this is an effort to try and do just that.”

Replay officials at the ACC office will view a program feed of all games (conference and non-conference) played at ACC venues and at Notre Dame in real time. VoIP communication will allow those collaborative replay officials to communicate instantly with those on-site.

“This is another step in enhancing the quality of instant replay within college football,” said ACC Commissioner John Swofford in a statement released by the conference. “Officiating remains one of the highest priorities for our league, and our coaches and schools value the opportunity to be state of the art in this area.”

All video feeds that are available during a review to the replay official in-stadium will be also available to the collaborative replay officials in Greensboro. Hennigan will oversee staffing of the collaborative replay center. Ted Jackson, who joined the ACC in January as Assistant Coordinator for Instant Replay, will be in the conference office each week as part of the collaborative replay officials’ team.

“The expectation is that the implementation of collaborative instant replay will result in greater consistency in replay decisions,” said Dennis Hennigan, the ACC’s Coordinator of Football Officiating.

Collaborative replay is an experimental rule for 2016, and the ACC will report its findings to the NCAA Football Rules Committee in February of 2017 as it considers steps to make the concept a permanent part of the game.
