Swinney Plans to Restructure Offensive Coaching Staff

CLEMSON — Last June, the NCAA allowed schools in both the FBS and FCS to permit any staff member to provide technical and tactical instruction to student-athletes during practice and in competition.

Subsequently, it led to many college football program to restructure its coaching staff. During Wednesday press conference to announce Tom Allen as Clemson’s new defensive coordinator, head coach Dabo Swinney announced there would be some restructuring on his staff for the 2025 season.

Swinney announced Allen will coordinate the defense only, while former Clemson great Ben Boulware will be elevated as a linebackers coach and will be sent out on the road recruiting.

On the offensive side, Swinney said he had to speak with offensive coordinator Garrett Riley a little more, but the plan will likely be the same, except former Clemson great Tajh Boyd will be a quarterbacks coach and will start recruiting.

“It is actually something we have talked with Garrett as well, we are going to talk about that,” Swinney said. “If we end up doing that with Garrett, Tajh will be the one that will go on the road.”

This is the new college football, every full-time personnel on the coaching staff can coach. Swinney indicated this is the system that has already been implicated by a lot of schools across the country, including the one Allen just came from — Penn State.

FBS teams remain limited to up to 11 staff members and FCS teams remain limited to 13 staff members who may participate in off-campus recruiting activities. National service academies are permitted an additional four off-campus recruiters.

Both subdivisions must include the head coach as an off-campus recruiter, and only staff members who regularly engage in on-campus coaching activities with student-athletes can be counted as off-campus recruiters.

FBS programs also remain able to have up to four graduate student coaches and no more than five strength and conditioning coaches. Limits for student assistant coaches will be the same as the number of permissible off-campus recruiters for a football program.

“You have designate who the ten recruiters are, so I think that will be a great opportunity,” Swinny said.
